Establishing a Constitutional Nation
- President Bush announced how Iraq is going to establish a democratic nation by themselves with support from the United States and some other nations in his speech given on January 10th, 2007. The President mentioned some constitutional ideas. Constitutional ideas are not only important in Iraq but also in other countries. I am going to name two constitutional ideas that the President discussed applying current political and social situations in Iraq. The first constitutional idea the President discussed was making a constitution and clarifying a process of proposing amendments. President Bush indicated about reforming de-Baathification laws for Iraq's constitution. The sovereign by the Baath Party had ended. The old de-Baathification laws were no longer suitable for the new government of Iraq. The constitution is the supreme law in a country so that immediate changes are required in order to make a strong and stable government. The importance of a constitution is that it gives people what are goals for the nation and for where the nation is headed. Iraqi people need a clear vision of the "new" country. Establishing a fair process for considering amendments is necessary as well. If people and politicians are free to change their constitution, what would be the standard in a country? The second constitutional idea is the system of the federalism. President Bush stated that the Iraqi government plans to hold provincial elections later the year of 2007 to empower local leaders. G

- ～医薬品業界のＭ＆Ａについて～ 海外医薬品業界に目を向けると、巨大製薬企業がＭ＆Ａや提携を繰り返して新薬開発力、海外への展開力を充実させ、これらを背景に世界市場で覇権をかけた熾烈な競争を展開している。具体的には、２０００年６月にファイザー（アメリカ）がワーナー・ランバート（アメリカ）を買収、同年 １２月にはグラクソ・ウェルカム（イギリス）とスミスクライン・ビーチャム（イギリス）が合併し、世界第２位の医薬品会社グラクソ・スミスクラインが誕生している。また２００１年１０月には、ブリストル・マイヤーズ・スクイブ（アメリカ）がデユポン（アメリカ）の医薬品部門を買収している。日本の医薬品業界は、こうしたＭ＆Ａに無関係かといえば、そうではない。１９８４年、メルク（アメリカ）が萬有製薬を傘下におさめ、同様に１９９７年、メルクは中外製薬との合併で『中外ＳＤ』（出資比率は中外７０％、メルク３０％）を設立した。これは明らかに、他国籍製薬企業としての再編戦略であろう。エコノミストのなかには、本格的なＭ＆Ａはむしろこれからであり、世界市場で１０％のシェアを持つ会社が、近未来には５つほどできるのではないか、との

Is Nimbyism a myth?
- NIMBY is an acronym of Not-In-My-Back-Yard, and usually associated with an opposition against the construction of infrastructure facilities or human service facilities by residents. Developers often accuse people of opponents for their NIMBYism as selfishness and often taken up as a problematic social phenomenon. However, some argue that NIMBYism is not valid. This essay will consider the arguments by concentrating on the wind farm development and the opposition towards the construction.
