Although there are both advantages and disadvantages to build either a school or a library, I would say it is better to establish a school because almost all schools have a library even it is on a small scale and we get our knowledge mainly from people. There will be more things we can learn from people than from just only books.
A library is able to be used by everybody while a school is just for a particular students. There will be have a study room which also can be used by everyone. It is said that books are our human treasure and we can get an amount of information from them. Books give us not only a lot of information but also they can make our emotion rich. A library would be a reflex place for everyone.
However, a school have more potential to get wide knowledge and to influence people's emotion. Even if the school is just for elementary school children, they are needed to know how important it is to read books. They will be taught why they ought to read books and what kind of books is a really good for them. They will gradually find themselves books for their taste. If they have not opportunity to be taught to read books, some student probably cannot find the advantages of reading books in their lifetime.
In addition, school can teach a variety kind of things, such as how to make friends, why they study and how to study effectively. Students can do these things in practice as soon as they are taught.
