- いじめや不登校、核家族化等による人間関係の希薄化、人間関係づくり能力の低下等の様々な問題が生じている。またこれに加え、国際化、科学技術の急速な進展、極度の少子・高齢化等、様々な変換が生じている。こうした認識のもと、１９９８年の学習指導要領が改定され、これからの学校教育が目指すべき基本的な方向は、いかにして、自ら学び自ら考える力を基盤とする「生きる力」を育成するかに定められた。そして、これを前提として特別活動の目標も改訂された。 ここではまず初めに、「特別活動の目標」について述べる。中学校学習指導要領に掲げられた特別活動の目標は五つの小目標から成る。 ①「望ましい集団活動」の育成。望ましい集団とは生徒が自主的・実践的な態度で相互理解、相互尊重、相互の個性の伸ばし合い、また各生徒が協力し集団の目標や充実した学校生活を実現しようと活動する集団の事である。
