    日本とフランスの外国語教育(英語教育)についてまとめています。
    データが2007年現在ものであり、少し古いですが、まとめの方向付けとして価値は一理あるかと思います。

    Evaluate English Education in Japan though Comparison with France
    I. Introduction
    In Japan, all junior high school students study English as a foreign language. Today, we say international society, but a lot of people do not need English in their life.
    Recently, the Ministry of Education, Culture, Sports, Science and Technology, says, "the Japanese can who use English" (Eigo ga Tsukaeru Niponjin).
    Now, the new course of study from 2002 is continuing. It says "the education of developing student originality", but all students are studying a same language is not able to it.
    Many students must take an entrance examination, when they are third grade in a junior high school. Therefore, they have to study English for the writing entrance examination. It is not "the Japanese who can use English" and "the education of developing student originality"
    In France, all students are able to choose some foreign languages (Modern Languages), when they start first and second foreign language. The system is "the education of developing student originality"

    II. The objective of Japanese Foreign Languages
    In Japan, all students study foreign languages to begin in a junior high school. What are the objectives of foreign languages education in Japan? According to the course of study of the Ministry of Education and Science says, "To develop students' basic practical communication abilities such as listening and speaking, deepening the understanding of language and culture, and fostering a positive attitude toward communication through foreign languages. And objectives of English course say, to accustom and familiarize students with four skills and to enable them to understand the each skill in simple English. In the Meeting about imprison that the means of English teaching and so on (Eigosidouhotokaizen no suishin ni kansuru kondai), they should be able to handle greeting and conversation ability about their own life using easy expression.
    III The school hour of Japanese junior high schools
    In Japanese junior high schools foreign languages' class (English class) is three times each week in all grade. But there are elective subjects and hours for comprehensive studies in the course of study. If a junior high school has English class in elective subjects, some students select the class. According to the elective subjects' course of study, the class is 0 to 30 units in the first grade, 50 to 85 units in the second grade, and 105 to 165 units in the third grade, but all junior high schools do not have units very much. These say the class is one time on each week in the first grade, two times on each week in the second and third grade. Also, the hours for comprehensive studies' class is 70 to 100 classes in the first grade, 70 to 105 classes in the second grade, and 70 to 130 classes in the third grade, but all junior high school would do not doing the biggest number. Perhaps, most junior high schools would be able to doing the class two times each week.
    IV. The problem of Japanese English Education.
    According to the course of study in Japan, it is important that communication with using four skills. Four skills are listening, speaking, reading, and writing. But, the students must take writing tests each semester. They study English communication in the class, and they must study English for writing tests. When the students are third grade in a junior high school, most student take an entrance examination for they go to high schools. In fact, if they know techniques for the examination, they have an advantage over other students. The Ministry of Education, Culture, Sports, Science and Technology, the teachers of junior high school, and students have different opinions. As a result of the research of the compulsory education, the students of 11.4% do not like English and the students of 18.6% do not like English so much.
